Fraudulent Websites in the Kingdom of Saudi Arabia

Websites Fraudulently Representing Saudi Government Entities

(All KSA Government Agencies websites should end in .SA)

2017 Country Commercial Guide entries

Included in Chapter 1 of the 2017 Country Commercial Guide under Market Challenges:

Businesses should be particularly cautious about unknown Saudi “companies” promising high volume business deals. A number of perpetrators of sophisticated internet scams (especially demands for fraudulent advance fees) use Saudi Arabia’s wealth to lure U.S. companies, and citizens, with “419” scams, now named for section 419 of a Nigerian law aimed at combating financial crime.  Potential U.S. investors and exporters may request the Commercial Service offices in the U.S. Embassy and Consulates to verify proposed business partners before finalizing any commitment.

Included under Chapter 2: Selling US Products & Services at the end of “Selling to the Government.”

Due to Saudi Arabia wealth, we have seen an uptick in the number of U.S. firms receiving internet solicitations from Scam artists. In many cases, these individuals identify themselves as working for a Saudi Government Agency or a respected Saudi businesses which has a presence on the web.  Recipients of these traditionally unsolicited offers are asked to participate in government procurement opportunities in Saudi Arabia.  Before you consider any such offer, U.S. firms are asked to contact your local U.S. Export Assistance center before making any upfront payments, shipping samples, or committing significant resources. Links to fraudulent websites masquerading as the Saudi Government pubtenderboard[dot]com; sappcom-gov[dot]org; sadpc-gov[dot]org) or International banking institutions (intstabanksaudi[dot]com) are commonly offered in the emails as references. Please remember, reliable Saudi Arabian government websites all have “.sa” at the end of their website address.  Prominent Saudi companies have also been used as unknowing pawns in intricately designed, web-based fraudulent business offers and commercial scams. Such businesses are mentioned as other partners in the communications since their validity can be researched.  In one case, a reliable Saudi firm’s website was hacked and fake credentials for a scam had been inserted into their otherwise accurate information. U.S Business should be wary of offers of any procurement tenders involving large contracts with some organization in the Saudi Government.  U.S. companies pursuing procurement deals in Saudi Arabia are encouraged to consider utilizing the Commercial Service’s Due Diligence services.
